MASTER PLAN

       Chennai Metropolitan Development Authority constituted by Government in 1975 by an order formulated the 1st Master Plan which was consented by the Government in G.O.Ms.No.2395, Rural Development and Local Administration, dated 04.12.1976. The Chennai Metropolitan Area consisting of 306 villages in 10  Panchayat Unions, besides 28 Town Panchayats, 8 Municipalities and 1 cantonment covers an extent of 1177 sq.km. The city area has been divided into 96 Planning unit. The 1st Master Plan advocated development along the radial corridors linked to Satellite towns viz.Maraimalai Nagar, Thiruvallur and Gummidipoondi and to develop the Urban Nodes of Ambattur, Avadi, Tambaram, Alandur, Manali and Minjur. The 1st Master Plan was followed up with Detailed Development Plan taken up mostly within the city where it was experiencing rapid growth. For 50 Planning Units 50 Detailed Development Plans were formulated and got approved by Government and in Chennai Metropolitan Area 1 Detailed Development Plan for the Temple Town of Thiruverkkadu were prepared and approved by Government.
   
        In 1980, with the assistance of Overseas Development Agency (ODA) of U.K., the Structure Plan for Chennai Metropolitan Area was prepared through the Consultants. The Structure Plan recommendations were accepted in principle by Government and conveyed to all agencies. During this period work on formulation of Detailed Development Plans were either slowed down or given up in the middle, and no effective steps were initiated to implement the strategies evolved in Structure Plan either contrary to the expectations of the peripheral areas of the city and the phenomenal growth outside the city resulting in the uncontrolled and haphazard growth.
  
        The reccomendations of the Committee constituted in A.R.No.122/93, dated 29.08.1993 on the proposed Developments Regulations under the Draft  "2nd Master Plan for CMA-2011" were placed before the Authority in its meeting on 13.12.1994. The draft 2nd Master Plan with Development Regulation as finalised by the Authority has been submitted to the Government. Consent of the Government has been received for publication of notice under Section 26 of Town and Country Planning Act in Government Gazette and newspapers inviting objections and suggestions from public. Accordingly publication have been issued in the dailies dated 23.07.1995 inviting objections and suggestions from public. So far 500 objections and suggestions have been received from the public and the same was placed before the Authority and the Authority resolved to approve the draft 2nd Master Plan with some modifications. The same was sent to Government for final notification. The Government have constituted a Working Group and the Group is reviewing the 2nd Master Plan.
